Zero Government Bureaucracy Programme

Objective: MoHRE continues to make progress with its efforts to support the Zero Government Bureaucracy programme, launched by the UAE Government under the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, Ruler of Dubai, with the aim of streamlining government procedures, removing unnecessary requirements, and drastically improving customer experience. In 2024, the Ministry achieved tangible results with its efforts to fulfil the programme's targets, most notably: • Processing over 34 million smart transactions, marking a 59% growth rate compared to 2023 • Recording 62.8 million digital interactions with customers across various communication channels, which reflects the accelerating shift towards digital services • Significantly reducing time and effort required for availing services through procedure redesign, where the number of steps needed in the 'Work Bundle' were reduced by 72%, with completion time cut by 83% and required documents by 79% • Adopting artificial intelligence (AI) technologies to execute complex transactions within minutes, which led to increased service efficiency and enhanced responsiveness of government systems With the second phase of the programme in 2025, the Ministry is working to enhance government data integration, eliminate redundant procedures and requirements, and expand proactive services, thereby boosting the flexibility of the work environment and supporting the competitiveness of the UAE labour market. The Ministry of Human Resources and Emiratisation asserts that the programme's success depends on partnership with community members and representatives of government and private entities. The Ministry invites everyone to share their ideas and suggestions through official channels, in order to support efforts to develop smart, streamlined, and customer-centric government services. Target Group: • Employers in both government and private sectors • Employees and workers in various sectors • Investors and entrepreneurs • Individual customers, including both UAE citizens and residents • Companies and private-sector establishments Decision Making: Eliminating redundant and unnecessary digital procedures, and streamlining services to be faster and more efficient. The decision complements the achievements of the first phase, which saw the elimination of over 4,000 government procedures and a reduction in transaction completion time by over 70%, thereby enhancing government work efficiency and elevating customer experience.
