Terms and conditions of using Digital Systems of the Ministry of Human Resources and Emiratisation to provide ministry services (Service Providers)

Service Providers

The Terms and Conditions in this document govern your use of the Digital Systems of the Ministry of Human Resources and Emiratisation to provide the ministry services. Please read these terms and conditions carefully before providing the Services. It includes essential information about your obligations.

  1. Bounded to all laws, legislation, and ministerial decisions regulating private sector establishments operating in the Country, with no exception.
  2. Committed to using the System only for the purposes for which it is intended. Committed to the security and confidentiality of data and information and all laws related to information security crimes. Hold all legal consequences as a result of your violation or anyone of your employees to this, and you are fully responsible to the official authorities for any illegal actions committed by your employees.
  3. Provide all the services of the Ministry of Human Resources and Emiratisation assigned to you through UAE national workforce only, with full commitment to achieving the operational indicators. Bounded to performance monitoring through the approved monitoring systems, methods and tools.
  4. Pay the wages of the hired UAE national employees and their commissions in accordance with the percentages and controls included in the attached table (Annex no.1), with full compliance to all other labor entitlements guaranteed by Federal Law No. (33) of 2021 and its Cabinet Resolution no 1 of 2022 on the implementation regulation of this law.
  5. Obligated to provide the service exclusively to the owners of the establishment or its authorized representatives and bear full responsibility in the event of providing services to unauthorized persons.
  6. Full commitment to collect federal and local fees through the approved local government collection systems, as well as collecting commission according to the cap limit included in the attached table (Annex no. 2).
  7. Provide correct information to customers about transaction procedures, documents and fees.
  8. Provide an appropriate and suitable environment for customers, according to the evaluation of the concerned department in the Ministry.
  9. Notify the Ministry in the event that you change the location of the center or any substantial changes to your trade license.
  10. Provide technical support to the customer regarding his / her transactions, provided that you open a technical support ticket on his behalf through the approved channels by the ministry.
  11. The Ministry has the right to withdraw the services in whole or in part in the event that you or one of your employees violates any condition or provision mentioned above.
  12. Bounded to the administrative and penal sanctions included in the attached table ( Annex no. 3), as well as the user accounts issued to you in case it is proven that you did not comply with the controls of providing the service in accordance with the governance measurements. Activate the penal sanctions against the criminal acts in accordance with the laws of the Country. The Ministry has the right to refer any dispute to the country courts for settlement.
  13. Bounded to the application of the administrative fines included in Cabinet Resolution No. (21) of 2020 and its amendments.

Employees of service providers
