About the Award

Ministry of Human Resources and Emiratization Innovation Award is an annual award that aims to stimulate new, creative, innovative and out-of-the-box ways to reach solutions to the most pressing challenges facing the Ministry across all areas in which it operates. The award also supports the innovation strategy of Ministry of Human Resources and Emiratization, which seeks to nurture innovators from UAE nationals and residents in the country.

Award Objectives

Ministry of Human Resources and Emiratization Innovation Award aspires to achieve the following:

  • Improve the Ministry’s existing services and operations
  • Create and develop systems and policies
  • Encourage new ideas and suggestions for applications and smart systems
  • Emphasize maturity of electronic/smart services and increase users’ utilization of these services
  • Support and develop strategies and policies related to transition to offer smart services based on customers’ feedback
  • Promote the use of electronic/smart services offered to all customer segments

Innovation Scopes & Types

Innovation scopes and types include the following areas:

  • Services
  • Operations
  • Systems
  • Policies
  • Services and smart services that include the following areas:
    • Smart phone applications (iOS, Android, BlackBerry OS, Windows)
    • Existing services available on the Ministry’s website
    • SMS resulted from the use of smart applications by customers
    • Development ideas about coming up with new smart services related to the Ministry’s operations and activities
    • Suggestions to increase the number of users of Ministry of Human Resources and Emiratization applications

Award Timeline

The annual Award will be conducted as follows:

  • Submission of participations during the period January 1st – 31st, 2019
  • Announcement of winners during the UAE Innovation Month, February 1st – 28th, 2019

4. Innovative Project Category

  • Most innovative project

5.Innovative Strategic Partner Category

  • Most innovative strategic partner of Ministry of Human Resources and Emiratization

6. Innovation Ideas Category

  • Best concept for service / smart application
  • Best suggestion to increase smart application usage

7. Special Recognition Categories

  • Best happiness Centre in promoting smart applications
  • Best Service Centre in promoting smart applications
  • Establishment with the highest usage of the Ministry’s smart services
  • Best partner (private / public) in offering joint electronic and smart services
  • Best public partner in offering joint electronic and smart services

Standard Weight
Size and nature of submitted innovations or creative initiatives (ideas, studies, work methods, projects) 25%
Applicability of proposed ideas / creative and innovative initiatives 25%
Outcomes and impact of proposed ideas / creative and innovative initiatives and lessons learned from them 25%
Patents, published research, scientific literature registered in the applicant’s name 25%

Main criteria for:

  • Innovative Project category
Standard Weight
Availability of a preliminary study supporting the proposal, which includes (definition of idea, objective, outputs, methods, hypotheses, project team, stakeholders, implementation plan, required resources, potential risks) 20%
Define current and future scenarios of the project 20%
Define stakeholders in the project 20%
Obtain feedback from the project’s stakeholders 20%
Project prototype design 20%

Main Criteria for:

  • Innovative ideas category
Standard Weight
Effectiveness and efficiency:the idea’s ability to fulfill the needs of involved parties, its role in achieving the strategy, relevance to the Ministry’s operations, and compatibility with best practices. The idea’s ability to ensure the best use of resources and wise spending. 40%
Feasibility:Ease and simplicity of implementing the idea, and reasonability of implementation costs 40%
Innovation and creativity:the use of innovative methods in conducting analysis and learning from performance outcomes and best practice to present an out-of-the-box solution for a problem in the presented idea 20%

General Award Participation General Conditions

  1. Acceptance of ideas will be based on its alignment with the Ministry’s activities and operations
  2. Participants are allowed to submit more than one idea in the same category
  3. Commitment to the submission specified timeframe
  4. Commitment to fulfill all entries in the submission form
  5. The Award administration team has the right to exclude the following submissions:
    • Ideas do not serve the purpose of the Award
    • Repeated or existing ideas
    • Ideas do not fall under the Ministry’s scope of work
  6. The Award administration team has the right to withhold any category of the award , which does not have innovative ideas.
  7. Submissions that score less than 60% will be eliminated due to low score, as it lacks creativity and innovation in the proposed ideas.
