“MoHRE”: 16 April Deadline for Receiving Bids to Operate “TAW-SEEL”

The Ministry of Human Resources and Emiratisation has published its call for tenders to operate “TAW-SEEL” services for those willing to invest in this field including private sector institutions registered at the ministry, UAE nationals, youths job-seekers, university students, pensioners as well as private sector employees.

MoHRE set April 16 2019 as the bid submission deadline for this investment which aims at providing a package of services via a mobile governmental vehicle reaching customers at a time and location of their convenience.

“TAW-SEEL” services are part of a new generation of government services as per request. These services aim at improving the experiences of customers and facilitating their access to the most innovative services by developing their environment and consolidating the economy of communion principles.

His Excellency Saif Al Suwaidi, Undersecretary for Human Resources Affairs at MoHRE, has stated that “TAW-SEEL is an innovative channel to provide services which make customers happy in line with the standards of Emirates Programme for Excellence in Government Services. These services are provided based on institutional partnership between the ministry and the private sector which manages services provision with the support of UAE nationals and under the direct supervision of MoHRE. He further stressed “the importance of such services which save the time and effort of customers by reaching them at the time and location decided by them through a fleet of vehicles fully equipped with the latest smart technologies. This promotes the national endeavours that aim at making UAE a world leader in services provision and contribute to the goals of the UAE Centennial Plan 2071”.

HE Saif Al Suwaidi indicated that “TAW-SEEL” is a MoHRE channel which provides services to its customers who, in turn, can select any convenient channel either via “TAS-HEEL” service centers or the ministry’s website www.mohre.gov.ae. Alternatively, they can benefit from the smart services provided by the ministry through its smart application. He also highlighted “the significant role of ‘TAW-SEEL’ services in empowering and promoting the self-employment of nationals by paving the way for them to invest in job opportunities provided by this service.”

The “TAW-SEEL” customer journey comprises four quick steps that enable the customer to request the service through the smart application or by making a free call to the number 8008585. The vehicle will move immediately on time to the location determined by the customer in presence of a customer-happiness consultant who helps in accomplishing the required service.

“TAW-SEEL” vehicles are linked with the ministry’s electronic system “TAS-HEEL” in order to guarantee the provision of a smooth and fast service particularly in remote areas. They are also equipped with smart tablets which allow the customer to evaluate the quality of the services and provide their feedback.

The ministry aims to deploy a thousand vehicle during 2019 in all emirates of the UAE as follows; 350 vehicles in Abu Dhabi, 350 in Dubai, 120 in Sharjah, 60 in Ajman, 40 in Umm Al Quwain, 40 in Ras Al Khaimah and 40 in Fujairah.

MoHRE has identified a number of roles and responsibilities that must be adhered to by licensees. Part of these have to do with the service vehicles which should meet the adopted standards of (medium and small vehicles); and any amendments must be introduced by contracting with one of the workshops accredited by the ministry to equip these vehicles. Licensees must also comply with the full specifications of the vehicles in accordance with the equipment manuals, issue the required licenses and permits required to practice their activities, conduct regular maintenance and provide logistic support to the vehicles in line with the adopted service manuals.

Furthermore, license applicants must adhere to the operational standards including the supply of vehicles and equipping them with the needed systems and applications as per the delivered manuals. They must also enrol national human resources in training courses on the operating systems, link these vehicles with “TAW-SEEL” call center, on the one hand, and the ministry’s operation room, on the other hand, provide the required operational and technical support to ensure the quality of services and, finally, comply with the operating manuals on the ministry’s services provided by “TAW-SEEL” vehicles.

The ministry required vehicle operators to appoint national human resources as customer happiness consultants to provide vehicle services and UAE nationals as drivers for medium-size vehicles.

On the licensing conditions, the establishment must be registered with the ministry and, as per the applicable legal regulations at the ministry, there should not be any reason for imposing moratorium on any establishment owned by the investor; furthermore, the establishment’s activities registered on the business license must be compatible with the nature of services to be supplied by the establishment as a service provider.

The conditions must also ensure that the investor’s declaration is made in accordance with the declaration and pledge form adopted by the ministry and must assert the investor’s knowledge and consent and their adherence to the content of TAW-SEEL service manuals adopted by the ministry. Additionally, they must provide all insurance guarantees to obtain this license according to the regulations and procedures clarified in the manuals issued by MoHRE.

MoHRE defined the conditions which need to be met by individuals: to be a UAE national, to be registered with the National Self-employment Portal, to be over 18, whether they are males or females, and finally to be a student, job seeker, pensioner or private sector personnel.

Additionally, the licensing conditions which must be fulfilled by individuals comprise the following: to have a valid driving license, to be skilled in the provision of customer services, to submit a declaration form which is in line with the declaration form and pledge form adopted by the ministry stating their knowledge, consent and commitment to the content of manuals adopted by MoHRE at present and in the future, to provide all insurance guarantees requested by the ministry to issue the license, in accordance with the regulations and procedures identified in its manuals.

The licensing requirements also comprise the submission of several documents including a photocopy of the ID and a photocopy of the passport.
