Public Consultation on the Unemployment Insurance


The Ministry of Human Resources and Emiratization has started implementing the mandatory application of the unemployment insurance system as of January 1, 2023, in accordance with Federal Decree-Law No. 13 of 2021 regarding unemployment insurance, Cabinet Decision No. 97 of 2022 regarding the mechanisms and controls for implementing the unemployment insurance system, and Ministerial Decision No. 604 of 2022 regarding the unemployment insurance system. This system aims to compensate the insured with a cash amount for a specified period in case of unemployment, against a subscription fee collected from the worker/employee, in accordance with the applicable legislation. The compensation is based monthly at a rate of 60% of the subscription salary (basic salary) for a maximum period of three months from the date of unemployment. This is the maximum duration for compensation for each claim if the unemployment is due to the termination of employment with the employer. The maximum period to benefit from compensation is within the insured's period of service in the job market in the country, which is twelve months. The decree-law exempts the following categories: investors, employers working in their  establishments, assisting workforce, temporary contract workers, individuals under the age of 18, and retirees who receive a pension and have joined new employment. The subscription fee for the unemployment insurance system is determined based on the worker's basic salary, as follows:

A. First category: Not exceeding AED 5 monthly if the monthly wage/basic salary is AED 16,000 or less. The compensation value should not exceed AED 10,000.

B. Second category: Not exceeding AED 10 monthly if the monthly wage/basic salary is more than AED 16,000. The compensation value should not exceed AED 20,000.

The employee can choose the instalment frequency of the insurance premium, either annually, semi-annually, quarterly, or monthly. The insured person can also opt for additional benefits on top of the basic package in agreement with the insurance service provider. Enrolment in the unemployment insurance system and payment of insurance premiums can be done through the following channels: the electronic website and smart application of the insurance authority, smart applications of banks operating in the country, licensed exchange companies, self-service machines (ATMs) and kiosks, business service centres, SMS messages, or invoices from authorized telecommunications companies in the country


The unemployment insurance system aims to ensure the availability of income for a limited period to the insured during their period of unemployment until alternative job opportunities become available.
